Salary

$16.21 - $28.21 Hourly

$33,720 - $58,673 Annually

This position is a Pay Band 65

Why does the job exist?

The position will manage all contracts and agreements for the Commission for
the Blind, ensuring all contracts/agreements are produced timely, in
compliance with state and federal rules, regulations and guidance. Will work
in partnership with program managers and management in contract monitoring,
invoice review and payment processing. Ensure that all contract/agreement
documents are in legal order for audit and monitoring purposes.

How does it get done?

The position creates, manages and provides oversight of contracts and
agreements for the commission. Duties include but are not limited to working
with management and program staff to establish contracts and/or agreements
for the Commission for the Blind with oversight by the Chief Procurement
Office, while meeting the requirements imposed by State and Federal rules
and regulations. Providing reasonable assurance that expenditures are made
in accordance with the terms of Federal and State guidelines for the federal
grants applicable to the grants. Finalizing details of purchase orders for
contracts, examine existing contracts, complete new contracts in a timely
manner. Track and report expenses for all contracts and agreements and
provide suggestions to improve effectiveness. Collaboration with key persons
to ensure clarity of the specifications and expectations of the
contracts/agreements. Working closely with the Chief Procurement Officer to
ensure contract terms are in compliance with Uniform Guidance and RSA
guidance. Performing risk management and/or auditing of contracts and
agreements.

Ideal Candidate

The ideal candidate will have experience in the following:
* Knowledge with the State Procurement Code
* Knowledge with contracts, amendments and governmental service agreements.
* Knowledge with SHARE Financial and Human Capital Management.
* Good Customer Service Experience and communication skills.
* Experience in purchasing and procurement.

Minimum Qualification

Bachelor's degree in Business or Accounting and Finance and two (2) years of
experience in accounting, finance, purchasing, procurement and/or warehouse

4 Master's degree or higher in the field(s) specified in the minimum
qualification  AND     0 years of experience

Working Conditions

Work is performed in an office setting, with exposure to Visual/Video
Display Terminal (VDT), extensive computer and telephone usage. Must be able
to lift 20 lbs.

terms/conditions of that agreement apply and must be adhered to.
