[Nfb-web] Seeking Guidance

Greetings! 
I pray everyone is well!

I am seeking some guidance on how to create a web page. I honestly have no clue of where I should even start. I have considered just taking the route of hiring some one; but even if I do that I still would want to at least know the basics my cell.

If anyone could please shed some light and give me guidance on the matter, I would be truly grateful. 

I am a screen reader user. I use JAWS 14 on windows, I believe, 7.
