Caroline,

Not true.  I've owned a car for many years and had it insured with a 
variety of companies.  Some companies do charge more to insure a car 
owned by a non driver, be she  blind or otherwise not able to have a 
valid license. I might suggest you call a number of insurance 
companies but know that it is within their right to give a non-driver 
a higher quote.  Another option, of course, would be to register a 
car as a second vehicle of a family member or friend.  A second 
vehicle is usually cheaper to insure than the first one, and if you 
choose the person carefully you can also get further discounts based 
on their personal demographics.
