The

r803/BILLS-113hr803enr.pdf> Workforce Innovation and Opportunity Act (WIOA)
makes significant changes to vocational rehabilitation programs and
independent living programs from the way they operated under the Workforce
Investment Act.  A preliminary, high-level analysis describing those changes
is attached.  It does not encompass all of the changes enacted by WIOA, but
serves as a first phase review by the Department of Rehabilitation.  

The new law is designed to help students and job seekers access employment,
education, training, and support services to succeed in the labor market,
and match employers with the skilled workers they need to compete in the
global economy.  With some exceptions, most of the provisions of Title IV of
WIOA, affecting vocational rehabilitation, are in effect now.  The U.S.
Departments of Labor, Education, and Health and Human Services are expected
to make regulations public and available for comment by February 2015.  

We encourage you to review the analysis and participate in upcoming
opportunities to provide input to assist with implementing the Act.
