Job Description and Duties

The California Department of Rehabilitation (DOR) works in partnership with
consumers and other stakeholders to provide services and advocacy resulting
in employment, independent living, and equality for individuals with
disabilities. Pursuant to state law, the Specialized Services Division (SSD)
was established to provide improved, specialized, and comprehensive services
to individuals who are blind or visually impaired and deaf or hard of
hearing. The Deputy Director shall have extensive background in and
knowledge of services to the blind and visually impaired and the deaf and
hard of hearing.

 

Under direction of the Chief Deputy Director, the Deputy Director has
responsibility for oversight and direction of the Specialized Services
Division. The Deputy Director is a member of the executive team and will
apply and model DOR's core values: belief in the talent and potential of
individuals with disabilities; investment in the future through creativity,
ingenuity, and innovation; decisions and actions that are informed by
interested individuals and groups; pursuance of excellence through
continuous improvement; and preservation of the public's trust through
compassionate and responsible provision of services.

 

The Deputy Director provides executive leadership and guidance to program
managers in the administration of the division's programs; in partnership
with other Executive Team members, formulates, implements, and evaluates
departmental budgeting, programs, policies, and procedures; develops
processes to improve DOR's ability to successfully serve people with
disabilities, consistent with federal and state performance measures;
advances projects and goals for the division; and establishes policies and
procedures governing the statewide Blind Field Services District and Deaf
and Hard of Hearing Services Section, the Business Enterprises Program
(BEP), the Orientation Center for the Blind (OCB), and the Older Individuals
who are Blind (OIB) program. The Deputy Director also ensures appropriate
collaboration and participation by the Blind Advisory Committee, Deaf and
Hard of Hearing Advisory Committee, OCB Trust Fund Committee, and the
California Vendors Policy Advisory Committee.

The DOR administers the largest vocational rehabilitation program in the
country. We have a three-pronged mission to provide services and advocacy
that assist people with disabilities to live independently, become employed,
and have equality in the communities in which they live and work. DOR
provides consultation, counseling, and vocational rehabilitation and works
with community partners to assist the consumers we serve.

multidisciplinary work team of professional and administrative staff,
oversee and implement Specialized Services policies, and revise policies as
necessary. 
*	Demonstrated management, leadership, and motivational skills. 
*	Demonstrated ability to establish and maintain positive and
productive working relationships with the Department's executive staff as
well as with other state agencies, counties, vendors, and stakeholders.
*	Effective communication skills to address program concerns while
representing the Department's vision on sensitive and controversial issues
that impact the department and its stakeholders while keeping a customer
focus.
*	Extensive background or demonstrated knowledge in the provision of
services and programs for the blind and visually impaired and the deaf and
hard of hearing.
*	Demonstrated experience in policy development and implementation
related to blindness and deafness; blindness and deafness program operations
and services; collaboration with providers and partners in blindness and
deafness services; and technically proficient in matters dealing with
blindness and deafness, and related assistive technologies.
*	Demonstrated understanding and sensitivity of the issues around the
employment of individuals with disabilities.
