Here's the way I schedule meetings, not necessarily the shortest route
but it works for me:

1. Open outlook
2. use "control+2" to switch to the calendar view
3. press "control+n" to create a new meeting
4. Press "control+h i" to activate add invitees from the home ribbon menu

Then tab through the invitee, location, and meeting body adding
text/etc... as needed.

I like using the side bar tool for finding conference rooms and available times
Use F6 to move to the meeting toolbar, note you must first have at
least one invitee added before this toolbar becomes available
In the toolbar focus starts in a date picker calendar. You can use
the left an dright arrows to move forward/backwards by one day when
focused on this open

Tabbing once will bring you to the "show a room list" combo box. If
your organization has set it up, you can choose a filter for meeting
rooms.

Tabbing again will get you to a list of rooms matching your filter.
Arrow down to highlight the room you want

One more tab in the toolbar will move you to the time picker for the
date slected above. Arrow up and down to move through the options.
The options listed at the top will have the fewest invitees with
conflicts.

One more tab will bring you back to the date picker calendar.

Use F6 to move back to the main invite window. You have to move back
to this window before alt+s will work to send the invites.
