You can do this from the Format submenu in the Home group of the ribbon. You
can get here by hitting alt followed by h followed by o. You'll see Rename
Sheet as one option and another is Move and copy.

Every article that I can find on the internet either only tells
how to move between sheets with the keyboard-not rearrange them-or tells you
to drag using the mouse. How do you rearrange sheets using the keyboard?
