[NFBCS] MacOS Finder has no windows

Hi all, quick question before I try Apple Accessibility Help Desk.

In MacOS Ventura 13.0.1 and possibly could have happened in earlier versions.  After deleting several files on the Desktop, I did not notice this immediately, but after closing applications like normal I experience “Finder has no Windows”.  Same error of “Finder has no Windows” if I command+tab switch to Finder from any application.

I previously always got the Desktop.  I even try Control+Option+Shift+D to get the Desktop but still get the message.  Furthermore when in Finder Control+Option+M for menus responds with the limit reached error sound (the piano key sound). Hitting M again in that shortcut should give me the extras like battery, wi-fi, etc but only Siri is in that section.  Thus I can’t even get to the Apple menu without first opening any application.

Has anyone experienced this before?  Rebooting didn’t solve the problem either.  I can’t tell if this is a bug, if the deleting files from the Desktop inadvertly deleted a system file or something or if this has some simple fix for which I’m unaware of as a primarily Windows user.
