[NFBCS] IPEVO Visualizer & Ubuntu Linux 23.10

I'm going to try a suggestion with Docker first.

If I can't get a Docker solution to work I'll look into this.

I may look into how this "might" work so I can learn more about apt and
some of the ways the installation process works.  I appreciate the
suggestion.
