The Workforce Innovation and Opportunity Act (WIOA) has passed and is going
to the President for signature.  The new law keeps RSA in the US Department
of Education, keeps the RSA Commissioner as a Presidential Appointed
position and brings new focus on Transition Age Services.  The one major
downfall of the Act is the CSPD section (Comprehensive System of Personnel
Development) in which a more general degree area was allowed, i.e. Degree in
Business instead of Rehabilitation Counseling.  If WIOA follows suit of the
1998 WIA it took three years to actually get the federal regulations out.
So, there will not be any immediate changes but you can expect training in
the areas our agency will need to change to meet the letter of the law.
Also, remember WIOA is more than just the rehabilitation act which is title
IV.  The other titles deal with the Employment Services side (OET and Career
Centers and WIBs) and there will be training for all our Workforce Partners
surrounding the changes in the law that apply to all of us.

 

As always if you have questions don't hesitate to contact me.  At this
point, your leadership will be going through the new law with a fine tooth
comb to decipher what changes need to occur in our agency.

                   At 6:05 p.m this evening, the U.S. House of
Representatives adopted on a roll call vote of 415 yeas to 6 nays, H.R. 803,
as amended, the Workforce Innovation and Opportunity Act (WIOA), which
provides for a six-year re-authorization of the Workforce Investment Act
(formerly known as WIA) and the re-authorization of the programs
administered under the Rehabilitation Act of 1973, as amended.

                     This bill will now be formally printed and sent to the
President for his signature.  The President is fully expected to sign this
bi-partisan, bicameral bill into law.

                      The National Rehabilitation Association and many of
its partners will now focus on the regulatory process which can take up to
two years to complete.  The regulatory process is especially vital on this
bill since a Report, which customarily accompanies a bill to the Floor to
counsel on Congressional intent, was not done.

                      Last month, the U.S. Senate adopted H.R. 803, as
amended, on a roll call vote of 95-3.
