I'm not dealing with opiniions but, rather facts or in the case of MCB 
discovering facts. Moreover, when it comes to MCB it is a creation of the 
Vocational Rehab Act and here is the link to VR regulations right on the NFB 
web site.

You will also not links to the ADA and implementing regulations therein and 
on that very web site too and those I refer to in the very message I 
presented.
