If the Governor is permanently abolishing the position of the director of 
the Michigan Commission for the Blind, does that not mean he is essentially 
abolishing the Michigan Commission for the Blind? If there is no director 
for the Michigan Commission for the Blind, then who would be in charge of 
providing vocational rehabilitation services to blind citizens of Michigan? 
Is this document not diminishing the power of the Michigan Commission for 
the Blind while keeping the Power of Michigan Rehabilitation Services in 
tact? Is this not simply a means of trying to merge the Michigan Commission 
for the Blind with Michigan Rehabilitation Services? Quite frankly, I think 
the document speaks for itself.
