The attached agenda from 2003 shows that the agency has always tried to use the CIC to ram through illegal policies that they in MCB were implementing in the first place...

But denote in here the term "means testing" right in the agenda...

Suggested meeting dates: January 21, May 16, September 20...04.

CIC can have three meetings and teleconference meetings can also be scheduled, 2:30 – 2:45.
