You are correct unless the agency were to establish a requirement that all contracted direct service providers needed to maintain licensure or certification that was identical to that maintained by their staff.  
Most state agencies around the Nation that provide services to persons who are blind and visually impaired, have opted to require only that their direct service providing employees are eligible to sit for certification exams, Not that they maintain the certification or licensure itself. 
There are lots of reasons for this prevailing trend, but chief among them is the fact that licensure and certification quite plainly have no correlation with better outcomes, better services, greater satisfaction or any other positive trend within the blindness rehabilitation agency.  In many cases the same holds true for general agencies, which have also not generally required extensive licensure or certification for their employees who provide direct services.
