EXECUTIVE DIRECTOR
JOB ANNOUNCEMENT & DESCRIPTION
The Washington State Independent Living Council (WA SILC) is seeking
applicants to
fill the Executive Director position.
The Executive Director serves as the chief executive officer of WA SILC and
is located
in the department of Social and Health Services, Division of Vocational
Rehabilitation,
Lacey, Washington.
WA SILC PURPOSE:
The WA SILC is an 11 member council appointed by the Governor.
The primary purpose of WA SILC is to promote independent living for people
with disabilities
in Washington State. Together with the Washington Division of Vocational
Rehabilitation
(DVR) and the Washington Department of Services for the Blind (DSB), the
SILC jointly
develops and signs the State Plan for Independent Living (SPIL) which is
submitted
every three years to the federal Department of Education Rehabilitation
Services
Administration (RSA). The WA SILC is also responsible for monitoring,
reviewing,
and evaluating the implementation of the SPIL as well as submitting
revisions, as
necessary, to reflect changes in goals, activities or resources that impact
Independent
Living in Washington State.
WA SILC works closely with the Association of Centers for Independent Living
of Washington
(ACIL-WA) to strengthen the network of centers and collaborates with ACIL-WA
concerning
issues that affect citizens of Washington with disabilities.
WA SILC also coordinates activities with other State councils, including the
State
Rehabilitation Council and the Rehabilitation Council for the Blind, and
shares information
to agencies, organizations, consumers, policy makers and legislators
throughout the
state about issues that affect Washingtonians with disabilities.
WA SILC is authorized to meet four times each year to conduct official
business.
WA SILC also conducts forums at various locations throughout the state. All
meetings
and forums are open to the public.
WA SILC also provides periodic reports to the public and to the federal
government
that describes activities and progress on achieving goals in the SPIL.
Duties:
RESPONSIBILITIES of the EXECUTIVE DIRECTOR:
Provide training, technical assistance and consultation to WA SILC members
related
to development, submission and monitoring of the State Plan for Independent
Living
(SPIL). This may include research and data gathering, arranging
presentations on
relevant topics, arranging or providing training on the role of the WA SILC
and Independent
Living philosophy, communicating timelines and processes to ensure the
adequacy of
SPIL monitoring activities, and other activities requested by the Chair on
behalf
of the WA SILC.
Coordinate with state agency councils, state agencies, private organizations
and
other entities to exchange information and to conduct activities related to
the SPIL.
This may include serving on councils or boards, making presentations to
groups, representing
the WA SILC at public events, providing information to policy makers,
including the
state legislature, and governor's office, etc.
Assure that all WA SILC meetings and public forums comply with the State
Open Meetings
Act, are held in accessible locations, and reasonable accommodations are
available
to people with disabilities including materials in alternative formats and
alternative
modes of communication.
Prepare and submit the State Plan for Independent living and submit federal,
state,
and other reports as required by the RSA, the governor's office, and any
other funding
sources or compliance bodies.
Ensure that the WA SILC membership is represented by all required agencies
and organizations.
Conduct member recruitment activities to ensure diverse membership related
to characteristics
such as diversity of people with disabilities, geographic location, ethnic
diversity,
and members from diverse cultures.
Manage day-to-day operation of WA SILC including the supervision of the
executive
assistant; arrangement of travel for staff and members in compliance with
state travel
regulations; management of an operational budget of approximately $180
thousand.
Qualifications:
EXECUTIVE DIRECTOR QUALIFICATIONS
Master's Degree from an accredited college or university. Equivalent
experience in
human services, public administration or related field may be substituted
year for
year to meet the educational requirement.
Five years program management experience, preferably with board-staff
relationships
in public and/ or non-profit organizations.
Three years personnel management and supervisory experience preferred.
Knowledge of Independent Living philosophy and services. Experience working
in a
Center for Independent Living or on a State Independent Living Council
preferred.
Knowledge of the Vocational Rehabilitation Act of 1973 as amended with
specific knowledge
of Title VII Independent Living statutes and regulations is preferred.
Knowledge of the Americans with Disabilities Act and other disability rights
laws
and policies is preferred. .
Demonstrated knowledge and experience with strategic planning.
Demonstrated knowledge and experience engaging in public policy and
legislative processes.
Ability to develop knowledge of and implement state contracting, travel
regulations,
the State Open Meetings Act, and other relevant regulations.
Demonstrated ability to communicate effectively orally and in writing to a
wide array
of constituents including consumers, advocates, staff, agencies, the general
public,
and policy makers.
Demonstrated ability to build consensus among individuals with diverse
viewpoints.
Knowledge and ability to manage an operational budget.
Experience and ability to work collaboratively with people and organizations
that
work with and for people with disabilities.
Ability to maintain a flexible schedule and willingness to travel throughout
the
State.
Ability to work independently and provide supervision to others.
Working knowledge of work processing, spreadsheet, presentation, email, and
web software.
