That which you state is part of what the state auditors were getting at with
regard to business outcomes by and for BEP licensees, and the promotional
agents when it comes to providing support to BEP licensees.

With regard to BS4BP overall, the greatest problem is that the agency is not
outcomes or results driven, otherwise the systems would be established,
operated, monitored, and most importantly, produce data that is reliable and
useable to direct and effectively and efficiently manage services and
programs.  That will never happen as long as political-types and intimate
relations drive the agenc and consumer centered programs..

If the technology that stores and crunches data for the BEP were used well,
we would also be able to draw conclusions about what types of services yield
better client outcomes, and which area offices use which kinds of services.
Being a data-geek as I am, it really bothers me that commission staff in
charge of services to clients do not want to know the outcomes of staff and
clients' efforts.  If they wanted to know, we could all find out, too.
