This is absolute horse hockey and illegal in the highest order for all
materials related to the state plan, its supplements and its adherance to
the Rehab Act  are required to be made accessible to the public in the first
instance under the Rehabilitation Act itself.

by this office on August 20, 2014, through the Michigan Council of
Rehabilitation Services.  Please be advised that the Bureau of Services for
Blind Persons (BSBP) is processing this request under the state's Freedom of
Information Act (FOIA), MCL 15.231 et seq.

  You have requested information you describe as (which is also included in
your email below.):

  "Before conclusion of the meeting, MCRS Members received the BSBP State
Director's response to the Council's recommendations in Attachment 4.2(c)
for the FY 2015 BSBP State Plan.  Now for one I'm requesting a copy of this
response.."

  Your request is granted as to existing, nonexempt information responsive
to your request.  The BSBP Response to Attachment 4.2(c) of the FY 2015 BSBP
