It is rather complicated which is why it isn't talked about much. They are
a grant because it is assumed that most eligible people will never have the
where with all to pay it back. I believe the purpose of the lien law is to
catch people who either make something of themselves after getting off of
public assistance and/or is the state's last chance to catch someone in
welfare fraud. You don't here to much about recoupments from the lien law as
there is usually not much to recover. My feeble understanding that the bulk
of the money recovered is from the Nursing Home cases where families have
stretched the law to get family members on the assistance. While it is is
true that RSB state funding can be attached to the estate of a blind person
I haven't heard of this happening.
