[NFBMO] Need for governmental affairs action

Fair points in regard to the state legislature in response to any federal legislation.  The FRA is not a federal bill.  It is a Missouri solution to draw down federal dollars by taxing hospitals in the state.  The irony is that this tax is one that the hospitals deem as necessary because it brings them considerably more revenue.  This money draws funds down from the federal government which is used in the general revenue.  So, passing this is a Win Win all the way around.  If they do not pass the FRA by Wednesday, the Governor will have no choice but to withhold significant funds to many departments like DSS, DESE DMH and many more.  The state legislature passed a budget that included the funds drawn down by the FRA but did not pass the piece of legislation that helps fund that budget.  Missouri has a balanced budget amendment which means that, at no time, can there be more money allocated than revenue projected.  So, they are forcing major cuts as a ploy to get politically motivated language attached rather than doing what is right for the state.

We need to act now.
