Please see updated information of REAL  ID. President Ruffalo asked me to
send out these reminders and most importantly your health and safety come
first.

On March 14, 2020 Governor Phil Murphy announced "All residents who have
their driver's licenses, auto registration, or vehicle inspection due for a
renewal by May 31 will receive an automatic two-month extension,'' "Keeping
New Jerseyans out of crowded Motor Vehicle agencies is another step we can
take to limit exposure and hold the line against the spread of COVID-19.

For expiration dates falling in March, the renewal deadline is extended to
May; for expiration dates falling in April, the renewal deadline is extended
to June; for expiration dates falling in May, the renewal deadline is
extended to July. 

Real ID Conference Call

Susan Buckland, TSA Disability Coalition, introduced two representatives
from the TSA to discuss:

1. REAL ID: What it does and what it does not do (Mary Ann Gibson)

2. Impact of Covid 19 (Jose)

Mary Ann Gibson:

Act has been around since 2005 (almost 15 years) as a result of 911 when
hijackers were able to use a "fake drivers license to board a commercial
flight". The benefit of Real ID is it has "anti-counterfeit features".

TSA, DHS cannot accept noncompliant Id when you:

-travel on a commercial aircraft

-enter a Federal building

-enter a nuclear power plant.

 

It covers all 56 US jurisdictions/territories.

Real ID allowed DHS and TSA to set minimal standards to determine if states
were meeting the requirements. There have been two extensions-the last being
October 1, 2020. We will wait to see if there is another extension in light
of current circumstances.

What Real ID does:

Requires individuals to present valid documentation to include name, date of
birth, SS#, proof of  residence to your Division of Motor Vehicle to obtain
a REAL ID (this may be a state issued ID card and may also serve as your
drivers' license). Your state will issue you a REAL ID (TSA Compliant ID)
with a special designation in the upper right hand corner (a Star). 48 out
of 50 states are issuing REAL ID's. Oregon and Oklahoma are the only two
states who are not currently issuing these IDs. To date only 36% of the
population has obtained REAL ID. We were hoping to be much further along in
this process. If you don't have Real ID, you will need another acceptable
form of identification (to fly commercially, enter Federal facility or a
nuclear power plant):

US Passport or Passport Card

Enhanced Licenses (Washington and Vermont residences)

Trusted Travel Card (Global Entry)

U.S. Military ID Card (Active or retired personnel) 

 

Future: DHS is exploring  ways to have mobile driver licenses -this
capability was not available at the time this law was enacted.

Jose: Impact Covid 19 is having on TSA Screening Procedures:

Flight volume has decreased quite substantially (down 50%) due to concerns
about the virus.

Front line TSA Officers now:

Approved to wear surgical masks (not required to)

Mandatory wearing of gloves

Increase washing of hands.

 

Passengers are allowed to carry up to 12 oz. containers of hand sanitizer
vs. 3.4 oz.

Passengers are asked to put loose items: phone, keys, wallets etc. in one
bag to place in container for screening.

Check point environments are being cleaned throughout the day.

Check points are trying to practice "Social Distancing" and this has worked
because of decrease volume of travelers.

It was noted that there have been several TSA officers who have tested
positive for Covid 19 and are being asked to comply with voluntary
isolation. This situation is being closely watched and the names and gender
of these individuals cannot be released due to privacy concerns.

Q&A:

Will TSA Officers change gloves when patting down someone with a lost limb:
yes-required for all contact and sampling.

It was a very good 30 minute discussion of the REAL ID requirements as well
as providing insight into how TSA Officers are dealing with Covid 19 during
airline screening.

REAL ID

Beginning October 1, 2020, every air traveler 18 years of age and older will
need a REAL ID-compliant driver's license, state-issued enhanced driver's
license, or another
<https://www.tsa.gov/travel/security-screening/identification> acceptable
form of ID to fly within the United States, unless you use a U.S. passport
or another federally approved form of identification.

New Jersey is under review for REAL ID enforcement. 

REAL ID-compliant cards are marked with a star at the top of the card. If
you're not sure, contact your state driver's license agency on how to obtain
a REAL ID compliant card.

What you need:

2 proofs of residential address:

Examples:

MVC ID Card/Driver License (1 point)

Utility or credit card bill (in last 90 days) (1 point)

Check or savings account statement from the bank (1 point)

Tax bill/IRS correspond (1 point)

First class mail from any government agency in past 6 months (1 point)

Rental or lease agreement (1 point)

1 proof of Social Security # (1 point)

6 points of ID

Unexpired US Passport (4 points)

Certificate of citizenship (4 points)

Current permanent resident card (2 points)

U.S. Birth Certificate: Certified copy (4 points)

YOU CAN GET YOUR FIRST REAL ID IN ONLY ONE OF TWO WAYS: If your license or
non-driver ID is expiring in less than three months, come into

offering REAL ID with all required documents between the 5th and the 20th of
any month before it expires.  If your license or non-driver ID isn't
expiring yet,  <https://www.state.nj.us/mvc/realid/faq.html> sign up at
REALIDNJ.com to make an appointment.

Where: Make sure the MVC location you plan to visit is able to provide Real
ID i.e. they have been certified by TSA.

 

Cost:  $11 fee associated with changing you Standard NJ ID to real ID if
done at renewal. Otherwise cost is $24.
