JOB RESPONSIBILITIES:

The South Carolina Commission for the Blind helps blind or visually impaired residents of South Carolina gain independence and identify their strengths, abilities, skills, and resources to obtain employment. The commission provides adjustment-to-blindness training and job-placement services for thousands of South Carolinians each year.

Under limited supervision of the Director of the Division of Finance, performs management level duties in the areas of accounts payable, accounts receivable, audit compliance. Coordinates internal controls, reports financial information to the State Comptroller General and State Treasurer, reviews and analyzes expenditures and revenues. Assists in the supervision of all agency accounting systems.

MINIMUM AND ADDITIONAL REQUIREMENTS:

A bachelor's degree in accounting, finance, business or related field and professional experience directly related, such as accounting, auditing finance or commercial lending.

Agency Requirements: Two years of SCEIS processing experience and proficiency in EXCEL.

PREFERRED QUALIFICATIONS:

Knowledge of Business Objects Reporting is helpful.

ADDITIONAL COMMENTS:

Knowledge and understanding of SCEIS transactions. Knowledge of the principles, practices, theories and terminology of accounting, banking, budgeting, financial management or investment. Knowledge of state government fiscal accounting processes. Knowledge of modern office practices and procedures. Knowledge of state and federal regulations and laws applicable to finance and accounting. Ability to proficiently apply mathematical concepts. Ability to analyze and interpret complex financial data and reports. Ability to plan, organize, review and supervise the work of others. Ability to establish and maintain effective working relationships. Must be exceptionally motivated and able to perform duties with limited supervision and independent discretion. Some overnight travel may be required.
