[Oabs] Amended Constitution

Hi, OABSters,

Here is a summary of the changes which were made to our constitution
in the business meeting on Saturday.  The constitution with the
changes is attached for your reading pleasure.

Changes made to constitution on Saturday, November 1st, 2014.
Article V, section 1.  Officers and their duties.
As discussed and voted upon, the recording and corresponding secretary
positions were replaced with a single secretary office.  The board
member position was also reduced to one from two.
Article Vi.  Board of directors.
To reflect the changes mentioned above, the board now consists of the
4 constitutional officers and one at large member.
Article X.  Dues.
The dues of this organization shall be $5 and shall be payable at
annual business meetings or by mail to the treasurer. No person may
vote who is delinquent in the payment of dues.
