[Oagdu] what to do when police will do nothing

I have heard of 2 cases very recently where a customer with a service
dog was denied service because of the dog.  In both cases, the police
were called and they said they couldn't do anything.  Since most
states have a law and a fine that goes along with the law why isn't it
being enforced?  Is there anything OAGDU can or should do in Ohio when
we become aware of this happening?

In one case the employee backed down after the police were called but
before they arrived.  Should there still be a fine?
