                  The RSC Map

                  First Quarter Progress Highlights

                   

                  This progress report is RSC's first installment in
following through on the commitment we made to more than 1,400 Ohioans who
spoke with us during Café Conversations. We committed to listen, act and
report on the actions we initiated. The RSC Map outlined the key themes we
heard and how we intended to respond. This report highlights some of the
first steps we have taken to make the initiatives on the Map active in the
lives of Ohioans with disabilities.

                   

                  Each quarter RSC will update our progress on the Map. The
Map is our plan for creating opportunities and access for Ohio citizens with
disabilities. We look forward to your participation in these projects and
your feedback. We welcome and appreciate your partnership for a future of
hope and possibilities for Ohioans with disabilities.

                   

                  BVR/BSVI Initiative 1 - Improve access and create a
welcoming "front door" experience.

                    

                  Project: Hire individuals with the most significant
disabilities to work as RSC Consumer Support Advocates

                  Update: RSC hired 32 Consumer Support Advocates (CSA) who
started work October 12. The positions are funded through the American
Recovery & Reinvestment Act (ARRA) and are time limited, ending in September
2011. The employees are Ohioans with most significant disabilities who are
working on employment goals with RSC. As CSAs, they provide outreach to
communities to ensure RSC is reaching those most in need of our services. In
addition, they provide key assistance in welcoming consumers to our offices
and offer information and referral services to those consumers who may not
be eligible or must wait for services. This is a great work experience that
they will utilize in moving forward in their job searches.

                   

                  Project: Implement new structures for ensuring adequate
resources are devoted to managing intake process to include designated
counselors to complete eligibility and order of selection decisions and
management of the waiting list

                  Update: A new structure was implemented that includes
designating counselors to complete eligibility and order of selection
decisions.  In order to achieve greater accuracy and consistency in these
decisions statewide, on October 1, every vocational rehabilitation (VR) team
implemented a model that requires these critical decisions be made by
designated staff.  It is expected that this will ensure equal access to all
people with disabilities that seek VR services through RSC.  Intensive
training was provided to these counselors on September 29-30. Improving
consistency was one of the top suggestions citizens made during the Café
Conversations.

                   

                  BVR/BSVI Initiative 2 - Create Individualized and
customized work experiences to meet the needs of people with all abilities,
in particular, individuals with the most significant disabilities

                   

                  Project: Implement statewide training initiative and
demonstration projects related to customized supported self-employment

                  Update: Training began in August and is underway at six
demonstration sites representing urban and rural areas across Ohio. The
first 75 of 900 RSC staff and community partners completed immersion
training in customized, supported and self employment opportunities in
October. The initial work is targeted at 48-60 Ohio entrepreneurs with
disabilities as they start their own businesses.

                   

                  Project: Implement partnership with the Ohio Department of
Development (DOD) to increase the capacity of Small Business Development
Centers to provide services to RSC consumers

                  Update: The pilot program, with nearly $2 million in ARRA
dollars and federal VR dollars, rolled out October 6 in the Akron, Columbus,
Marietta, Toledo and Youngstown areas. It will provide self-employment and
business counseling, marketing training and technical assistance to Ohioans
who receive services through RSC.

                   

                  VRP3 Initiative 1 - 75 percent of current VRP3 partners
will report increased satisfaction with RSC support by July 2011

                   

                  Project: Improve communications with VRP3 partners

                  Update: In an effort to improve communication and
collaboration with VRP3 partners to better ensure consistent and effective
service delivery throughout the state, the following activities were
initiated this past quarter:

                   

                  The first in a series of quarterly, regional VRP3
roundtables (Cincinnati, Cleveland, Columbus & Toledo) were completed in
October. Topics included: Meet the new VRP3 programs, Griffin-Hammis
Associates Project, Map update, peer review, working with local RSC field
offices, Program Development and Sustainability, VR indicators and consumer
satisfaction.

                   

                  Also, the first quarterly VRP3 e-newsletter will soon be
available at www.rsc.ohio.gov. 

                   

                  VRP3 Initiative 2 - Double the number of VRP3 Projects in
SFY 2011 to increase service capacity

                   

                  Project: Recruit/establish additional VRP3 projects and
partnerships

                  Update: The 23 VRP3 projects with contracts expiring
September 2010 will all be continuing services next year. Several of the
projects expanded service delivery to include additional target populations,
geographic areas, and/or service options. The Bridges to Transition
Developmental Disabilities collaborative contract increased from 15 to 31
partners.  

                  In addition, 4 new projects initiated services in July and
11 projects initiated services in October, bringing the total to 38. Our
partners include county Alcohol Drug Abuse & Mental Health Service,
Developmental Disability and Mental Health & Recovery Service boards,
secondary and post-secondary educational systems, a county hospital, a local
municipality and a workforce development agency. The projects have generated
approximately $8 million in local match and $29.4 million in federal match,
for a total of $37.4 million to support Ohio citizens with the most
significant disabilities in obtaining and retaining meaningful employment.


                   

                  BDD Initiative 1 - Reduce the time customers have to wait
for a decision by at least one week

                   

                  Project:  Increase number of internal and external medical
consultants to provide adequate capacity

                  Update: In the first quarter of the state fiscal year, we
recruited six new internal medical consultants and 17 external consultants.

                   

                  Project: Increase BDD staff interactions with people we
serve.

                  Update: Fifty BDD staff members have been out into the
community directly interacting with citizens with disabilities. This is more
than 8 percent of BDD staff, to date. The bureau is working with BVR offices
and Centers for Independent Living to schedule many more visits in the
upcoming months. Additionally Medical Administration has been very active in
sending staff out into the community. Based on our surveys and feedback
these visits are being received very favorably. The interactions are helping
build positive relationships between BDD staff and the disability community.

                   

                  Project: BDD Case processing system upgrade - version 15.0

                  Update: The production rollout of eDIB 15.0 occurred on
October 3 and was conducted by BDD Operations and IT staff. Notable
enhancements include improved system automation and data quality, which is
targeted at reducing rework, enhancing case processing efficiency and
assisting in making higher quality decisions for RSC consumers. The other
major enhancement was the addition of a Fiscal Processing Queue, which
enables a more thorough review of services provided to RSC for BDD case
processing prior to authorizing payment for those services.

                   

                  Project: Develop a customer appeal mediation process

                  Update: A multi-department design team developed a new and
innovative approach to consumer appeals. The new process includes a
grievance, which will allow for a quicker resolution at a lower level.  It
also includes the option for a consumer to mediate concerns as opposed to
proceeding to a formal ORC Chapter 119 hearing. RSC Legal Department is
finalizing all of the necessary pieces to begin offering the new process in
Spring 2011.
