With an author like David baldacci, you can asume they will do all
his stuff. It is always a best seller. They do most best sellers,
not all but most.
There is a collection development staff that chooses books, among
other duties. They read library journals and book reviews. There is
an advisory committee, they tend to recommend areas that should get
more attention, rather than specirfic books. NLS also takes
suggestions through regional libraries. Suggesting something isn't a
guarantee it will be done, but it will at least get looked at.
You can also request books from Learning Ally, formerly Recording for
the Blind and Dyslexic, and they will record stuff for you, although
you must provide the book, I believe.
