There was a time (not so long ago) when the committees weren’t.  Appointed during a board meeting. When the board met in person regularly, There was a great deal of discussion between the President and the rest of the board regarding committee appointments. When I was President, I would often call a December meeting of the Board and go over committee appointments and other things that might have needed to be done prior to a January meeting.
