[Pibe-division] BANA Article on UEB & Nemeth

Wow, it makes more sense to me to use one system for text rather than use UEB for text and the Nemeth rules that govern text 
surrounding math.  Why should we have to deal with UEB text plus Nemeth rules for text surrounding math?  It is my impression, 
though, that there is still work being done to figure out where the line should be drawn between the two.
