[Pibe-division] BANA Article on UEB & Nemeth

You didn't even comment on my point.  This is the problem with the discussion surrounding this.  From what I know of this, BANA 
needs to figure out how to combine Nemeth and UEB before they can vote.  This isn't some sort of government plot but a sensible 
thing to do, figure out what is being voted upon before the vote instead of voting on it and then defining it after.  It does not 
indicate that minds are made up.  By all means write if you disagree, that makes sense, but also say why you think the vote should 
be delayed?  What is it that will change?  What research should be done?  We have people to think that we should be using NUBS 
completely and people who think we should use UEB.  There have been reading studies using both codes and the results were 
inconclusive.  I think the approach outlined is a reasonable compromise that gives us a platform for future changes while having 
the least impact on those of us who currently read braille.  If you think waiting until change is easy, you will wait for a long 
time, and braille will become a less effective tool for modern materials and modern devices.  The majority probably would prefer 
no change, but that isn't too practical unless we can force print to stop changing and stop publishers from using new approaches.  
This is a difficult issue.
