Description of Work

The North Carolina Department of Public Instruction is seeking applicants
for a Residential School Director (Working Title: Residential School
Director for Governor Morehead School for the Blind) for our Governor
Morehead School.

This is an anticipated vacancy.

Governor Morehead School (GMS), located in Raleigh, North Carolina, serves
the special needs of visually impaired students in a unique residential
setting. When the school was established in 1845, it was the eighth school
for the blind in the United States. Equally impressive is that North
Carolina was the first state to serve the African-American blind and deaf
population, beginning just four years after the Civil War. The school moved
to its current location on Ashe Avenue in 1923 and was renamed in 1964 in
honor of former Governor John Motley Morehead. Aside from being the only
residential school in the state for visually impaired students, GMS is
renowned for its excellent program in Orientation and Mobility as well as
its Braille Music program.

The School Director, who in some ways is equivalent to a local
superintendent, is the campus’ lead administrator and is responsible for
providing vision and oversight for all aspects of the school, including but
not limited to: safety, compliance, academic and social-emotional
programming, strategic planning, annual quality improvement/risk
management, human resources, and budgeting. The ability to work
collaboratively with internal and external stakeholders (e.g., North
Carolina Department of Public Instruction, North Carolina State Board of
Education, North Carolina Department of Services for the Blind, public
school units and other state agencies, North Carolina General Assembly,
advisory council, alumni association, civic organizations, etc.) is
critically important. The School Director must also regularly evaluate the
status of the school’s efforts to meet goals –academic and otherwise–
established by the school improvement team, leadership team, and/or other
entities and propose/enact changes as appropriate.

This position will directly supervise the following:  Principal, Digital
Learning Director, Educational Consultant, Human Resources Manager,
Business Officer, Student Life Director, Nursing Supervisor, and
Administrative Assistant.  (*Note: The School Director is authorized to
make changes in organizational structure in keeping with policy and law.) *


*Working HoursMonday-Friday (8am – 5pm) and “on call” status for
residential program emergencies; some evening and weekend work will also be
required*

As of April 2019, Executive Order #93 (Prohibiting the Use of Salary
History in the State Hiring Process) became effective.  This Executive
Order prohibits state agencies from requesting salary history from
applicants or relying on previously obtained prior salary information in
determining an applicant’s salary.

   - Ability to manage and direct the total operation of a school program
   - Skills in budget management
   - Ability to think, analyze and problem solve
   - Skills in the areas of written and oral communication
   - Knowledge of trends in education of visually- and hearing-impaired
   students and services to those students and their families


*MANAGEMENT PREFERENCES:*
Qualified applicants must have a Master’s Degree in special education,
school administration, or another education-related field from an
appropriately accredited institution and five years of experience in
education, including three years as a teacher and two years of
administrative and supervisory experience or an equivalent combination of
education and experience.

10 or more years of leadership (administrative, supervisory, or
consultative) experience in a residential school, a traditional or other
non-traditional school setting, or at a district or state level with an
emphasis on serving students with special needs in general and/or students
with visual impairments in particular.

Licensure as a principal is highly preferred.


Minimum Education and Experience Requirements


Master's degree in education, school administration, or specific field
related to special education from an appropriately accredited institution,
and five years of experience in education, including three years as a
teacher and two years of administrative and supervisory experience; or an
equivalent combination of education and experience.
