My own notion continues to be that a simple mechanical item with no electronics needed, could be attached to all four wheel housings which would clack loudly as the wheels roll slowly, and as speed increases the sounds would grow more rapid and more like clicks.  At highway speed there would be no audible clicking, with vehicle movement sound being from air turbulance and tires on pavement just like other motor vehicles.
