[stylist] Blind and segregation

Donna, One of my clients is a retired school teacher.  She was brilliant as 
a teacher but, unfortunately, without parental support many of her students 
graduated school illiterate.  The law already states that schools have to 
teach kids how to read.  So why are kids graduating so illiterate that they 
can't even fill out a job application?  The laws have no control on how a 
parent encourages or discourages a child's education.  You can write the 
legislation, but if parents aren' behind the child receiving the legislated 
education what are you going to do about it?  Put all failing kids in foster 
homes?  Jail parents who are too busy working or whatever to encourage the 
education?  Like I said, it is beyond legislation.  We can't legislate dire 
consequences to parents of failing children.  Braille is in the same 
category as literacy for sighted kids.
