Hi Kelly, 
You might like Scribophile, a critique Web site. Although Scribophile Premium is very expensive, the free version still lets you critique, and you can get 10 inbox messages (any more than that and you have to clear out your old messages). The only issue I had with it when I used it with my iPhone was that I couldn't access the button to quote. I think Scribophile is good for writers who want to publish. I'm more of a casual writer that mostly just writes for fun and for my friends, so I felt it didn't work for me and left.
I also have accounts (free versions) with Reedsy and Daily Prompt. Both allow you to submit work on your profile. With Reedsy, you get an email every Friday with 5 themed writing prompts, and you can write them for fun or pay a fee to submit it to a writing contest. With Daily Prompt, I don't actually use the app too much, but you can set a "writing reminder" to go off at a specific time. You can also critique other peoples' work. It seems like a lot of the writers are under 18 and lots of the stories I came across are full of angst, more so than I remember my peers having (I'm 26.) But still very well-written. 
I don't use the premium version for Daily Prompt... I did the free trial and felt the free version  was good enough for my own personal needs.
