When purchasing an iPhone, there are a couple of things to consider. It is cheaper with the contract, however some say that the ongoing cost of the contract is more than with a month-to-month plan.

They will not work as well with the KNFB Reader. As an assistive technology specialist, I hesitate to purchase older models of the iPhone because they will become obsolete sooner. You need to justify how the iPhone fits into your individualized plan for employment. That is the only way an agency can purchase a device.
