I'm sorry, and I'm not trying to be dismissive, but edge cases exist for
everything.  The adult learner of Braille that becomes a fluent reader in
Braille is a rare bird indeed.
I can see no value in pretending that the norm is not the norm.  Decisions
about what to give your focus and energy to have to depend on what can be
probably expected as the outcome, not possibly expected as the outcome as
an exception.
Hence the reason I asked, in my first message, about what age we're talking
about in the specific case at hand.  That's not been answered, and it
matters from a number of angles.
Off to see a client who needs to learn how to use VoiceOver on an iPhone!
