	I agree. There are several things that you can try but worst case resetting the phone and setting it up again may help. It makes it difficult if someone who may not be aware of accessibility settings attempts to assist.

If this phone is "very new" to the person using it, my recommendation would be to just do a factory reset and set the phone up again from scratch, at least if none of the recommendations so far do the trick.

As soon as you've had a bunch of uninformed tweaking going on it's often an endless rabbit hole attempting to reverse it.  Starting all over again with a clean slate guarantees you know exactly what's been set up.
