Thank you Brenda.  My experience is that many states have a very similar selection process.  In Colorado, the entire committee does not interview the applicant.  We have a transfer and promotion committee which consists of one agency rep, and two blind vendors.  Blind vendors are from the committee and rotate.  Chairman of the committee chairs the panel and may provide input.  The chair does not have a vote.  The agency provides performance evaluations which, in our state, are pretty extensive and relatively accurate.  Each blind vendor gets 20 minutes to give us an oral business plan or any other comments he/she wish to make.  They are also encouraged to send a written business plan prior to the bid panel.  The written plan is given considerable weight.  We have a scoring system, which I will not bore you with.  Of course, the agency has final authority on the selection, but in my 20 years here the agency has never overruled a bid panel choice.  This is likely because there is an agency representative on the panel itself.

Tim, and everybody, I hope this is helpful.  I will enjoy reading other comments about your transfer and promotion systems.  We, in Colorado, are not opposed to change.  If you have a better mouse trap, we would love to hear about it.

In Missouri, we send out bid letters to all managers.  They are to return the bid letter, information release, and any accompanying documentation to central office within 14 days.  Information on current facility, bimonthly facility inspections, accuracy and timeliness of reports, as well as the information provided by the manager is distributed to the members of the Blind Vendors Executive Committee.  Each applicant is interviewed by the committee and they make a recommendation to the deputy director of the SLA after considering all information.  He has the right to disagree with their recommendation; but if he does, he must provide them with a written explanation. The only caveat is that a vendor must be in good standing with BEP to apply for an open location.  So, if they are behind in their set-aside payments or have other issues, they may not be able to bid.  Also, all applicants bid in head-to-head competition.  Seniority is only considered when all other factors are equal.
