[blindkid] code changes

Hi, has anyone heard of the braille code changes that are proposed and will happen in 2016? I like to get information about it, I understand it is the Braille Authority, and another question who is the Braille Authority and who made them an Authority? 
I want to get educated about all of this, if any of you has info it would be a good place to start. I'm surprised this has not come up on the list.
