[NAGDU] The Seeing Eye's comments on the Department of Transportation's Notice of Proposed Rule Making on Traveling by Air with Service Animals

Original Are they asking a trainer, to be on the plane to make sure all 
dogs are behaving?
I know the schools do their best in training, where I also know many 
pets are not trained.
Just some thoughts.
We have problems with busses as well in long traveling.
Not the city ones just the across country ones.
