Great ideas.  Provide the food and the information without strings
attached.  Hopefully, people will be interested and seek to learn more.

I'd be really careful not to come off as pushy. That being said, handing
out 
brochures may be a good idea. Though handing them out with dinner will 
probably just turn them into napkins.
At the tourney, stress that you don't need to be an NFB member to get
the 
food. Maybe give a one or two minute tops speech introducing the
chapter, 
mention a couple bullet points like free canes, scholarships, etc.
If I think of more ideas, I'll write in.
