Friends of the Coordinated Transportation System,

 

The House passed their Medicaid reform bill HB7223 with 80 yeas and 34 nays.  There were no amendments filed relating to transportation services in the House.  There were several comments from Representatives regarding the process and how bill HB7223 came to be.  Rep. Saunders expressed his concern that the bill had not been heard by any health care or human service committees.  Others pointed out that the first showing of this legislation was on 4/12, hardly enough time for due consideration.  There are some concerned that the Governor may veto the bill simply due to the lack of process as he did the education bill. 

 

This was the third and final reading of the bill and it will now be sent to the Senate Secretary for processing.  The Senate has a chance to return the bill to the House with amendments.  If there are amendments and the House refuses to concur, then it is on to a Conference Committee. If both sides come to an agreement then it will be sent to the Governor for signing.   

 

The next opportunity in keeping the Coordinated Transportation system the provider of first choice is to speak to your Senator.  Let them know that:

 

Florida's Non-Emergency Medicaid Transportation has already been reformed.  Therefore additional managed care plans to cover transportation services is not necessary and would represent a duplication of service.  

 

The Commission for the Transportation Disadvantaged (CTD) has been under contract with the Agency for Health Care Administration (AHCA) for more than five years with great success in providing Non-Emergency Medicaid transportation services and has resulted in significant savings to the State estimated at $40 million per year based on a University of Florida study.  

 

The CTD has established a network of transportation providers, the Community Transportation Coordinators.  The Commission establishes these Coordinators by a competitive bid process on a regular basis.  

 

The CTC's met the universal transportation needs of 819,500 unduplicated passengers last year including services for NET, employment, life sustaining, education in support of independent living (2009 Annual Operating Report).  

 

CTD is a proven component of Medicaid reform in action.  The Coordinated system has been recognized with the 2009 Davis productivity award for best state agency!  The award was predicated on the FSU 2008 return on investment study capturing $8.35 return on every $1 spent through the coordinated system.  Change in transportation is not needed.
