[Ct-nfb] Introduction

I have tried to make this list work even with the deluge of e-mails I have tried possibly we can in one easy succinct e-mail by the administrator set the guidelines down once again on how to reply on an individual basis like this SPAM was meant or if it is something news worthy how to share it with all.
