**This position is eligible for "telework" meaning that most of the work can be performed at home with occasional visits required to the office, located in downtown St. Paul, MN, and other Twin Cities metro locations.

**Flexible workhours within the typical business operations range, Mon - Fri from 7:30am to 5:30pm.

This position contributes to the mission, vision, and objectives of DHS by establishing and managing Labor Relations functions,  staff and strategic personnel initiatives. This position is a management level subject matter expert consulting on complaints, investigations, arbitrations, settlements, and other charges of high-level, high-profile situations having significant risk to the agency. Responsibilities include consulting, advising, and recommending solutions on performance management; labor relations and legal and policy compliance; analyses of complaints/grievances; and conducting investigations on employee and labor relations matters. Incumbent will work to ensure application of personnel rules, contract language, compensation plans, state and federal laws, MN statutes, and all required rules, regulations, standards, and procedures.

Additionally, this position will manage the work unit, instruct, and train HR Business Partners and Performance Management Supervisor and ensure that other human resource personnel in the department receive development opportunities and experience in labor relations consulting, negotiations, employee relations, performance management, and investigative standards and best practices.
