Replacement Food Supplement Program (FSP) Benefits for People Affected
by Hurricane Sandy

The power outage caused by Hurricane Sandy on October 29, 2012 affected
hundreds of thousands of Maryland residents, and many Food Supplement
Program (FSP) recipients will need replacement benefits.

Current FSP recipients who live in Garrett and Somerset Counties will
automatically receive 30 percent of their October benefit amount
directly on their EBT cards by November 3. The Maryland Department of
Human Resources (DHR) has also applied to the Food and Nutrition Service
for a waiver for automatic replacement benefits for those who live in
Allegany, Cecil, Frederick and Harford counties. At this time, DHR is
still waiting to hear a decision for these counties. In other areas
throughout the state, people with power outages must go to their local
department of social services and sign an affidavit of loss to get
replacement benefits. Replacement benefits are limited to 30 percent of
October benefits the client received. Customers who claim losses higher
than 30 percent must document the loss. Affidavits will be accepted
until November 28, 2012 for replacement of some or all of their October
benefit. 

Individuals are eligible for replacement benefits if they:

*	Received a Food Supplement Program allotment in October 2012; 
*	Had refrigerated or frozen food spoil as a result of that power
loss; and 
*	Reported their loss to their DSS office no later than November
28, 2012. 

The USDA waiver plays an important role in making sure that vulnerable
populations recovering from Hurricane Sandy get the food assistance they
need, ensuring that as people recover from the storm, they can still
provide food for themselves and their families.
