[nagdu] Blind woman ordered to give up guide dog after it bites 3 strangers

I am sorry this happened to anyone.  The owner/handler has a
responsibility to control her dog and keep others safe.  If this
requires a muzzle then muzzle the dog.  I, personally, would not have
a dog that needed to be muzzled but we are all different.
