I enjoy using an Apple watch because it will speak the time on demand using a wide selection of different voices and will let you use a gesture to trigger what Apple calls taptic time that using vibrations to tell you the time. It alternates between long and short vibrations to tell you the time. 11:23 AM would be one long, one short, two long, and finally three short vibrations. It's a little expensive to get started if you are not already an Apple user but their support for deafblind users is pretty decent.

Take care,
Tony
