[NFBNJ] Need help with a strange iPhone problem

You may have tried this, but if not, restart the iPhone completely.  To do this:
1) Unlock the phone.
2) Hold the sleep/wake button (AKA the lock/unlock button) for a few seconds until a box comes up.  You will have two options: power off and cancel.  Select power off.
3) For the blind user, it seems like the easiest way to start the iPhone back up is to plug it back in.  You could hold the sleep/wake button again for a few seconds until you see an Apple logo, but if you can't see, there is no verbal indication that it's rebooting.  So, if you choose to go with this method, there will be a lot of trial/error.  However, plugging the phone into an outlet will restart it, if it's powered off.  Wait a minute or so and the phone should reboot completely.  I hope this helps. What else have you tried?
