As a Ticket to Work Employment Specialist, you will be responsible for the
strategic accomplishment of generating employment and sustaining outcomes
for people with disabilities and other employment barriers, and for the
implementation of the Ticket to Work services provided through Arc Works.
The Specialist will support and assist participants in 6 core service
areas:  Career Counseling, Job Search Supports, Social Security Work
Incentives Advisement, Long-term Employment Supports, Financial Management
Resources, and Connection to Employers.

What does a Ticket to Work Employment Specialist do?
Addresses all inquiries about the program, completes phone screens, intake
interview, and develops individualized work plans.
Grows the program by conducting events and raising awareness of the
services we provide.
Understands the uniqueness and skills of each participant.
Appropriately matches the job seekers skills and abilities to the hiring
needs of the employers.
Involvement in the onboarding process, helping enhance job skills, creating
additional job goals, and maintaining ongoing contact with participant,
employer, and support committee.
Efficiently maintains required documentation and completes ongoing notes
and reports in online databases for both Arc Works and the Social Security
Administration.
What are the requirements?
Bachelor’s Degree in a related field with four years’ work experience in
job placement, job coaching or counseling; or employment in a public
vocational rehabilitation program or other direct employment, education, or
training experience working with persons with disabilities OR
A Master’s Degree in a related field (rehabilitation, counseling, social
work, psychology, education, human resources, business or economics) from
an accredited college or university, with six months’ working experience as
described above.
A national credential from VCU or Cornell University (Certified Work
Incentives Counselor – CWIC, Certified Work Incentives Practitioner - CWIP,
respectively) is required. Current credential is preferred, or
certification must be obtained within 10 months of hire.
Other Qualifications
Proficiency with Microsoft Office, Internet, and familiarity with data
tracking systems.
Must successfully complete the training required by ADEN and SSA, including
ADEN core training within 60 days of hire.

Overview
Under the direction of the Senior Director of Workplace Equity and
Inclusion, or designee, the Senior Work Incentives Counselor (Senior WIC)
is certified by the U.S. Social Security Administration (SSA) as a
Community Work Incentives Coordinator (CWIC) or Community Partner Work
Incentives Coordinator (CPWIC) and has five years or more experience
providing benefits and work incentives counseling services to beneficiaries
of Supplemental Security Income (SSI) and Social Security Disability
Insurance (SSDI). Counseling services includes information on how
employment will affect eligibility for SSI, SSDI and other federal, state,
and local public benefits such as Medicaid, Medicare, subsidized housing,
and food stamps.
The goal of the Senior WIC position is to assist SSI and SSDI beneficiaries
to make informed choices towards employment and self-sufficiency, and to
provide training, technical assistance, and guidance to less experienced
Work Incentive Counselors and new Senior Work Incentives Counselors on
internal procedures and local and state benefits.
Services are provided to beneficiaries primarily via telephone or
videoconference while some services may be provided in-person upon request
or need from the beneficiary. This is a remote position that requires a
private, quiet space with the ability to access reliable internet and
protect beneficiary information.
Responsibilities
Assist the Senior Director of Workplace Equity and Inclusion, or designee,
with reporting to sponsors and clients.
Provide training and technical assistance to less experienced WICs on
local, state, and federal public benefit programs, policies, and resources.
Provide guidance to WICs and Senior WICs on internal procedures including
tracking and processing of referrals; verification of benefits; conducting
counseling sessions with beneficiaries and other stakeholders; the
development, and delivery of technical reports; follow up with
beneficiaries; and the development and maintenance of beneficiary files and
case notes.
Provide clear, accurate, and credible information to Social Security
beneficiaries and their families about the impact of work on public
benefits including SSI, SSDI, Medicare, Medicaid, subsidized housing, food
stamps, veterans’ benefits and any other local, state, or federal benefits.
Provide access to work incentive programs that support entry into the
workforce, including but not limited to the Social Security Administration
(SSA) Ticket to Work program.
Refer beneficiaries as needed to Ticket to Work Employment Networks (EN),
State Vocational Rehabilitation (State VR), America’s Job Centers (AJC),
and other organizations that provide employment supports and services.
Assist beneficiaries with reporting wages to SSA and other public agencies.
Assist with problems related to benefits that may arise after the
individual is working.
Maintain complete and accurate documentation of beneficiary files which
uphold service quality and data privacy by following policies, procedures,
and established timelines.
Prepare accurate and detailed written Benefits Summary and Analysis reports
and Work Incentives Plans following SSA guidelines and using SSA-provided
technology, as applicable.
Actively research and continually seek out information on local, state, and
federal public benefit programs and policies, including eligibility
criteria, application processes, interactions with earned income, wages and
assets, work incentives, and reporting requirements.
Regularly consult with supervisor, team members, national technical
assistance staff, SSA staff, and other subject matter experts to research
rules and regulations and address employment and wage issues and any impact
on benefits as presented by beneficiaries and referring staff.
Develop and maintain relationships with local SSA field offices, and public
and private employment service providers to inform them about available
services.
Develop and conduct outreach and training presentations with State VR
offices, AJCs, employers, consumer groups, community rehabilitation
providers, schools, and others as identified.
Qualifications
Bachelor's degree in social work, education, psychology, counseling,
disability studies or another related field.
In lieu of a bachelor’s degree, an associate degree and five years of
professional experience providing employment or other social services to
individuals with disabilities may be substituted or in lieu of an associate
degree, seven years of professional experience as described may be
substituted.
A minimum of five years of experience as a CWIC and/or CPWIC.
Must currently have and successfully maintain certification as a Community
Work Incentives Counselor (CWIC) or Community Partner Work Incentives
Counselor (CPWIC) from an approved SSA program.
Currently working as a CWIC on UMass Chan’s SSA Work Incentives Planning
and Assistance (WIPA) cooperative agreement or as a CPWIC on UMass Chan’s
SSA Employment Network (EN) program.
Must currently have and maintain SSA Suitability Clearance.
Proficiency using SSA-provided technology to develop technical reports.
Proficiency with Microsoft Office and Zoom and/or similar technology.
Knowledge of Social Security disability benefits, Medicare, Medicaid,
Supplemental Nutrition Assistance Program, subsidized housing, and/or other
federal, state, and local benefit programs.
Knowledge of the issues and concerns of people with disabilities as they
relate to employment and benefits.
Knowledge of the laws, rights, community resources and services that
address employment needs specific to individuals with disabilities
including but not limited to State VR, AJCs, and SSA’s Ticket to Work
program.
Knowledge of disability terminology, etiquette, and ‘people first’ and
‘identity first’ language.
Knowledge and demonstrated ability to practice ethical standards of conduct
Knowledge and demonstrated ability to protect Personally Identifiable
Information (PII) and Protected Health Information (PHI) as it pertains to
the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
Additional Information
PREFERRED QUALIFICATIONS:
Master's degree in Rehabilitation Counseling or a related field.
Bilingual/bicultural English/Spanish.
Proficiency in American Sign Language.
Ten or more years of experience providing benefits and work incentives
counseling services to beneficiaries of SSI and SSDI.
Knowledge of and/or experience working with individuals from ethnic and
culturally diverse communities.
Proficiency with Salesforce.
